On Tuesday, Governor Gavin Newsom signed 21 bills targeting immigration enforcement in California. The bills are aimed at limiting how federal agents can detain immigrants. Among the bills he signed are a ban on electroshock gloves used by agents, a 25% tax on private immigrant detention facilities and the people’s power to sue federal agents for violating their constitutional rights.
