California’s proposed Billionaire Tax is a controversial ballot measure in the November General Election. The tax would apply to individuals who had California residency on Jan. 1 of this year. When the proposal was announced in November 2025, six billionaires left the state before the January cut off, including Google Co-founder Sergey Brin. Darien Shanske, a UC Davis law professor who helped draft the measure, reflects on its intended purpose.
