The federal government will use emergency reserves from an Agriculture Department contingency fund to partially cover November’s SNAP benefits--about $5 billion instead of the usual $8 billion. In Los Angeles, the Dream Center is expanding meal service to meet rising demand, offering three free meals a day as families brace for smaller checks and ongoing uncertainty.
