Tensions are rising across Spain, two weeks before Catalonia is set to hold a referendum on independence.

Spanish police raided the offices of the Catalan regional government Wednesday, arresting 14 people. Officials in Madrid say that a referendum for independence is illegal and have vowed to block it.
